Highlights

UNHCR, in collaboration with the League of Arab States and Arab Interior Ministers Council organized a three-day capacity building training on 13-15 December for officials at the directorates’ level, whose work entails the review, follow-up and application of laws and policies relating to statelessness and nationality issues. The training was part of the Regional Capacity Building sessions, undertaken jointly by UNHCR and the League of Arab States

UNHCR participated in the First International Youth Culture Conference under the theme “Bridging Differences through Sports & Media” from 27 to 29 November 2017. The conference aims at promoting, sustaining, and understanding dialogue between different cultures through appreciation of diversity. The conference brings together sports teams of refugees, host community, and journalists from around the world to promote peaceful coexistence.

Syrian Asylum Applications in Europe

This page is being updated

First time applications for asylum in European countries by Syrians are summarised below. Note that the majority of those who have fled the conflict are hosted in Syria’s neighbouring countries.

In November 2016, the Asylum statistics for Serbia have been updated to show just those applicants that lodged their application. Previously, the only information available was refugees and migrants “intention to seek asylum”, which was significantly higher.

This discussion paper – Regional Trends in the Impact of the Syria Crisis on Livelihoods and Opportunities – examines the economic impact of the crisis, the micro-economic costs in markets and livelihoods, and how the evidence about impact can inform new resilience-led strategies to generate more development and to spark growth in the midst of the refugee crisis. The author, Professor Roger Zetter, an expert on the economics of refugee crises, has drawn on his research and field experience measuring the micro-economic impact of refugees, in both this region and elsewhere. The strategies and recommendations which he sets out involve a multi-sector approach, ranging from protection to the private sector, and they aim to drive policy towards a more equitable solution for the displaced and a path that delivers more growth for the affected host countries.

This discussion paper – Regional Trends and Patterns in Social Cohesion: The Impact of the Syria Crisis on the Social Structures of Countries Affected – tackles the issue of social cohesion in the regional impact of the Syria crisis. It explores how the crisis is affecting community relations and social cohesion, and how the challenges can best be addressed, so that resilience is built in host communities and social peace is strengthened. Finding answers to these questions is an essential part of delivering a successful humanitarian and resilience response, as in this way we can better plan actions and interventions to alleviate and reduce the risk of tensions and discord. Through consultations with experts and government officials, and research on recent data and experience from the field, our authors bring evidence to the debate about these questions. Their recommendations show how practical action can optimize the response for both the Syrian refugees and their host communities.

This compendium, developed by the UNHCR-UNDP Joint Secretariat for the Regional Response to the Syria Crisis, is intended as a programming tool for international organisations to support expansion of resilience-based responses in the sub-region. It takes stock of the knowledge and experience that have accumulated since 2011 and aims both to help systematize good practices and to inform the development of a new generation of crisis response. Drawing on over one hundred stakeholder interviews from projects in six countries engaged in the response, the Compendium has distilled the innovative nature of these projects into good practices which can be scaled up and replicated, improving delivery and stimulating new ideas and further innovation.

The Government of Japan today formally announced a new provision of its Emergency Grant Aid to UNHCR and UNICEF amounting to a total of US$3.5 million for continued emergency humanitarian assistance to Syrians affected by the ongoing crisis. Under the new Emergency Grant Aid, UNHCR has received US$2 million towards providing primary healthcare services and referrals for Syrians. It will also allow UNHCR in assisting the most vulnerable refugees in urban areas with vital cash assistance to help meet their basic needs such as paying for the rent and daily living expenses.

Markets play a central role in the lives of refugees. Markets provide refugees with the goods and services needed for survival in the short-term, and influence their ability to thrive in the long-term. The moment Syrian refugees arrived in Jordan, they entered the market as both consumers and sellers. Markets are also at the core of cash-based interventions. Cash-based assistance seeks to meet non-camp based refugees’ basic needs by enabling them to access local markets, while at the same time supporting the local economy. A well-functioning and expandable market is an integral part of the success of any cash-based assistance. UNHCR and the Norwegian Refugee Council, in coordination with the Basic Needs and Shelter Working groups, embarked on this Market Assessment to better understand how the Jordanian market functions and how the market has responded in the past five years to the Syrian refugee crisis. The Assessment specifically focused on the retail and shelter sectors. This second Market Assessment comes five years after the initial UNHCR Market Assessment and six years after the first cash assistance was provided to Syrian refugees.4 With the number of Syrian refugees entering Jordan stabilized, it is time to reassess market conditions and the continued appropriateness of cash-based interventions.

The MENA Civil Society Network for Displacement (MSCND) aims to strengthen the role of civil society in responding to the displacement crises; by providing a platform for civil society stakeholders in MENA to unify and amplify their voices and actions in favour of the protection and assistance of displaced persons, and in support of host communities bearing the brunt of the responsibility. The Jordan network platform includes non-governmental organizations (NGOs), Community-based organizations (CBOs), think tanks, academia and media with an interest in displacement across MENA.

Significant progress has been made in 2016 to provide protection and assistance to over 4.8 million Syrian refugees along with host communities in Turkey, Lebanon, Jordan, Iraq and Egypt under the 3RP’s coordinated, region-wide response to the Syria crisis.
