Description
Currently facing this issue in CI...
Claude suggests adding a local fallback, which this PR does.
The PR also adds a CI job that checks we don't get out of date on the local fallback file, but I'm not sure how to best handle this. Ideally, the job should run as part of the nightly pipeline, it should also not make the pipeline fail if it fails due to an outage like we faced today, and it should somehow alert us if we are out of date, in order for us to update the file.
