Create systemd service of proxy configuration for OCP cluster bundle integration #1192

Overview

Implement a systemd service dedicated for proxy configuration in OpenShift Container Platform (OCP) clusters. This service should be included as part of the bundle.

Requirements

• Develop a systemd service unit file for proxy settings
• Ensure the proxy configuration service is automatically deployed when cloud-init contain proxy details.
