Description

With nativeToSConsent on, prompts submitted from the native input now carry termsAccepted: true to the FE (getAIChatNativePrompt and the handoff submitAIChatNativePrompt), and acceptance is written to duckaiHasAgreedToTerms in native storage. With the flag off the payloads are unchanged. The handoff event sends the flag but does not write storage (no browser mode on that path). Stacked on the flag PR, so retarget to develop once that merges.

Steps to test this PR

Feature 1

  • Enable nativeToSConsent on an internal build and send a prompt from the native input
  • Confirm the Duck.ai page does not show its ToS card for that prompt
  • Disable the flag and confirm the card shows as before

🤖 Generated with Claude Code

When nativeToSConsent is on, prompts submitted from the native input
carry termsAccepted: true to the frontend, so it skips its own ToS
card, and acceptance is written to the native storage setting the
frontend already reads (duckaiHasAgreedToTerms). With the flag off the
payloads are unchanged.
