Relay list on Android is incorrectly sorted #11053

Is it a bug?

Current Behavior

Version 2026.8, European Portuguese locale:

Expected Behavior

Under the selected locale, the two marked entries ("África do Sul", "Áustria") should be sorted among the A's. One way to fix this is to use a locale-aware Unicode collator.

Both the desktop and iOS apps (the latter since #10799) present the correct behaviour.

Steps to Reproduce

1. Change system language to European Portuguese
2. Open the relay list
